The ITC and FIFA TMS System
The Domestic Transfer Matching System (DTMS) and the International Matching System (ITMS) is FIFA’s solution to making sure transfers are properly recorded, standardised and above all, legal (i.e. preventing money laundering via the transfer of fictitious players).
A summation of the process:
- Once terms have been agreed by both clubs and the player, the national association representing the selling club (i.e. The FA) have to confirm the players’ identity into the DTMS/ITMS
- The association of the buying club request an International Transfer Certificate (ITC) from the selling clubs association
- Once the ITC is received, the association of the buying club enters the players’ registration onto the system
- The player is now registered and is eligible to play for his new club
- The buying club pays the selling club with the transaction receipts being uploaded onto the DTMS/ITMS
During the process, over 30 types of data are entered into the system by the buying and selling teams, including player profiles, contract details, agent details, fees, payments details and banking details. If any of this data is not entered, the system will automatically block the transfer.
The Deal!
To complete the deal, all paperwork needs to be sent to the relevant domestic football association and league.
A copy of the contract, transfer agreement and if require, a work permit and International clearance certificate.
All that’s left to do now is the announcement, some photos of a smiling player and manager signing a contract and a press conference.
